      Yes but in Russia business is done differently. Disagree and you get shot, fail to pay and you get shot, insult Putin you get poisoned, speak out of turn, you get shot, have all your assets confiscated by the state and taken from and you get shot, don't pay the bribe, you get shot, don't suck up to the leadership you get shot.

        All that getting shot business sounds like my fellow AC might be confusing Russia with a certain other, oppressive, superpower.

    It's funny how easy it is to look at Russia as a backwards country and yet these kinds of articles prove that is is definately not the case. ( Well at least for Moscow.)

      While you think they just handed out licences I'm pretty sure there were lots of backhanders and bribery going on. It's one of the most corrupt countries on the planet.

      Er, do you really mean, meritocracy, crowley? Or is that too uncomfortable a notion of our exotic eastern neighbours in that it would conflict with that which is being pimped in the west of them.

      For supposed democracies to doggedly stick with systems inefficiency is the madness which currently plagues and infects them and renders to them their present collaping machine, and a people growing wiser by the minute and more aware of the problem and it root causes, and those responsible for those problems, make it an explosive mix with IT Control an enabling catalyst/precursor or magic wand that takes all those troubles away.

        If by "Meritocracy" you mean "Whoever Putin wants to give a positive merit to", then sure, Russia is a Meritocracy. Anyone who disagrees gets arrested or hounded out of the country and their assets repossesed, but anyone who plays gets the nearly unlimited benefits* his patrionage brings.

        *As long as that benefit you want is to run the country - but he will let you pretend to run the country when the constitution doesn't allow him to do it officially.
