TD-LTE (http://en.wikipedia.org/wiki/LTE_TDD) is variation of LTE (http://www.3gpp.org/ & http://en.wikipedia.org/wiki/3GPP_Long_Term_Evolution). So not exactly it completely different standard or completely homegrown. China is going TDD, whereas the rest of the world is going FDD. As well as wanting their own technology, it will be connected to how their spectrum allocation is done. TDD only uses one frequency, whereas FDD uses two paired frequencies (downlink & uplink).
