"likely to be using a fake ID to travel"
So what's the point in requiring ID to travel then? Only catching law-abiding people and the cheapskates that couldn't afford a good enough quality fake?
This is a question I feel isn't asked often enough. Why are these security measures implemented and how are they going to help against people that can't be expected to abide by them? Is the price for those that will abide even worth it? Even biometrics is the short-sighted "I don't want to think about it" answer, for once you do you might notice that there's serious drawbacks for those willing to follow the rules, and lots of new ways for those that don't mind breaking rules to slip through the mazes.
