What on earth are people using these machines for - I would have thought a University could build a suitablly specified machine in these times of austerity... the US Army strung a lot of PS3s together...

-> No, it is an American (Cray) supercomputer

"Scotland's Hector supercomputer"

-> HECToR is a UK national supercomputer service, not just for Scotland - the supercomputers just happen to be based near Edinburgh

"what the University of Edinburgh is planning to do"

-> Actually, the HECToR service as a whole is "owned" and managed by EPSRC on behalf of Research Councils UK. It is EPSRC/RCUK who plan/decide the upgrades - albeit in collaboration with Edinburgh University and other partners.
