In the US its possible for a private entity to sue the government. Its quite clear that Micron has suffered a multi-billion loss in business due to direct action by the US government so I'd expect Micron to claim compensation from the government and if they didn't get satisfaction to sue them.
All of the actions that this Administration have taken have been done under the umbrella of 'national security' or 'national emergency'. So far there's been no significant attempt to hold them to task over this (as in "What National Emergency?"). If nothing else we should learn from this and never pass legislation that allows administrations to just make vague assertions to justify a policy (and if we do allow them to do this make sure that the legislation has a weasel proof sunset clause).
