    Babar is significant because it represents hard evidence that the NSA and its Five Eyes allies are far from alone among Western intel agencies in brewing up malware.

    I should assume from this that it is not a Quebecois effort? That other state made malware exists is not particularly surprising. All governments spy and since so much of the world is online, it is safe to assume that they spy there, too. Besides, I seem to recall the German police had access to spyware from some time back, even if they did not produce it themselves. I guess it just works better to develop the stuff in-house.
