      Yes, and that's the likely result. Maybe not right away but once the US execs start sending our the "no more hiring in Europe" message the end result will be the same. Works' Councils have only one skill, shooting themselves in the foot.

      Weak employment legislation might make it easier to fire people in bad times, but it also encourages hiring in the good times, since managers know they can downsize again if required. Excessively strong or misplaced legislation just inhibits hiring. Look at France.
