Read the details, this is veiled extortion by the Cloud Foundry foundation. I can download the Apache 2 licensed open source code and create products and services, but unless I pay $50k not only am I not "certified" but I cannot call my offering "Cloud Foundry". The certification is so restrictive that any real application is not going to be guaranteed portable (the cert doesn't specify services, languages, runtimes, etc.)
