Half way, that lie involves sticking people on unupgraded HFC and sharing bandwidth. People have no comprehension of the rip off of HFC. Some suburbs get FTTP, a fibre connection per home, some get HFC a fibre connection per street, they fail to grasp that they are forced to share what other home owners get. HFC is basically the poverty version of NBN, just a crap out stop gap to pump up the numbers, a blatant lie.
Base charge and over charge is far more sensible. The end user should never be penalised. Basically ISP pay for a base load at one rate and anything beyond that load is charged at a higher rate. The ISP can save money by pre booking more but the end user is not penalised for the ISP getting it wrong, it just means the ISP loses profit when it goes over.
How about when it is impossible for the NBN to supply what they are claiming to sell on their net work, when they over sell CVC beyond hardware capacity, the ISP pays, the customers pays even more and the NBN enjoys legalised fraud.
The LNP's NBN was crafted by Telstra, News Corp, Foxtel and the only focus was to grab billions of tax payer dollars and screw the consequences. Profits are generated at point of revenue, not the point of cost. Not Americans can not steal other countries taxes and social services, even though they routinely do through acts of extreme violence and coups.

You would not feel like that if you found out you were on the three year NBN Plan. The easy way around it, is any offshore costs must have the offshore tax return submitted to validate the claim and to ensure any profits generated are taxed at the point of revenue. Until that cost is substantiated and profits all tied to the point of revenue, than taxes should be imposed at the maximum rate on the total revenue. The demand for offshore tax returns prior to allowing deduction needs to extend as far as necessary, at any point they fail to supply accurate returns, than that cost is excluded from the revenue to be taxed.
Don't like, quite simply, bugger off and make your revenue elsewhere. All taxes should always be paid at the point of revenue, where the country in question provides the infrastructure and social welfare systems to enable that revenue to be generated.
So the Volkswagen engineers could actually achieve those targets, just a matter of tuning but they could not get the performance targets when they adhered to the emission requirements.
So every Volkswagen can be tuned to achieve the emissions goals just at lower performance, likely more fuel efficient, settings.
