This sounds more like copy protection than anything else, and eventually they will have to go the way of the new sim city , when they will be forced to admit , that offline mode was always there they just wanted to ensure that people bought the game.

The simple way to avoid this..

If Google or apple try to restrict which networks their mobiles can connect to , they are immediately banned from selling them in that country. Why? They would immediately fall afoul of competition law.
