They change your mobile contract from all you can eat to a limited fair use service here in the UK then you should have the right to keep the phone and cancel the contract.
I cannot understand why these thing do not come under unfair contract terms when unilateral decisions are made without negotiation.
No other industry allows it.
I Stopped downloading apps for the simple reason that the developers are asking for too much information.
Why do they need to know where I am, why do they need access to sms, why do they need to....... Contacts list.
TO COLLECT DATA AND SELL IT ON FOR ADVERTISING
IF EVERYONE stopped downloading apps they would soon change things. I would love to have examples of the information they take off you because, believe me you wouldn't be downloading half what you do now.

The consensus is that it will be breached, the danger will be that many devises have no AntiVirus etc installed because users believe what they use is totally secure.

You in NSW, we are past masters of this crap here in the UK.
Any Gov IT project here over runs, costs billions more than anticipated and fails to work correctly.
The project is usually decided by taking the cheapest quote and then overseen by politians who have no idea, advised by by experts (additional cost) who don't know one end of a USB lead from another and paid for by you who has to fund the short fall.
In many cases, the project fails in delivery, the company involved in the project sacked, then paid out billions in compensation for their failure!
Why are we no longer surprised.
Anyone who has been watched looked at investigated checked on THEN
Found innocent, wrong person etc should then be informed that checks have been made on them.
When 6 million people in the UK find this out there will be an uproar.
Then these agencies will be a little more circumspect about trawling your details.
Having revisited it I can say that when I first watched it many moons ago my standards were poor and expectations were low enough to think it was cool.

Having matured with high standards and great expectations I really does look c**p.
