Check out http://www.uni-ulm.de/en. The university has been an incubator for many mobile tech companies and has a good track record of turning out quality programmers. There a quite a few small mobile software houses in ULM that specialise in mobile apps and mobile firmware.

IT manager in customer understanding shocker :)

There is no silver bullet. Making things work takes work. There are good IT departments and bad IT departments. Good IT departments are normally lead by managers who actually talk to their customers and understand the business. IT is there to enable the business to make money.

Business needs IT to be a strategic differentiator. If that's not the case it will be out sourced. The role of IT is changing from running the infrastructure to owning the service. the reason that all those Gray haired middle managers were scared was that they know their days are numbered.

Google Wants flash for ad Delivery

So Google "we love open standards" wants to push more adds and to do that they need propriety flash. Its their business model and where they see their advertising revenue coming from in stream ads etc.. Flash is the delivery mechanism.
