Tried "bring your own O2" ?
The fuel contains O2, but perhaps the fuel needs a little O2 at atmospheric level to get started. A small canister of O2 that opens (and gets sucked out because of the lack of presure at opening) a few milliseconds before ignition might do the trick in that case.
