CEOP's function

Was to stop Scotland Yard and the FBI doing what would have been most sensible, and collecting the modems of the List 99 referrals. The entire point of CEOP was to give the impression of X ( competent strategic policing) whilst ensuring Y ( the FBI, RCMP, Interpol etc.) had to send the latest list of net-prowling British teachers to CEOP first. By the way, that is also one of the reasons Britain does not have a dozen teachers in the dock at the same time, CEOP breaks it all up into hard to see criminal case packages. For e.g. it was suspected that one school in Humberside had more teachers having sex with kids than teavhers who were giving the same activity a miss. It took years for the Brits to concede the school was little better than a brothel for children. However the same school was lighting up the internet with pervasive offending. Where was CEOP? Jim Gamble's job was to detect as little as possible. CEOP were not really a police agency. They were smoke and mirrors for a country where child protection was in meltdown.

What did CEOP really do?

Most of his critics were hostile to child protection, and that enabled Mr. Gamble to escape practical scrutiny, I don't think any of his agencies, VGT, NCS, NCIS, CEOP ever developed a single case without another agency placing the matter before them. In the case of the NCIS, they were frequently disiinterested, Haut de la Garenne was referred to the NCIS where it was buried, @ that time the British didn't do careworkers, teachers etc. they had a blanket immunity from strategic policing. It could be argued, the primary role for CEOP was to avoid similar, for example, the DfES, the school system, was sitting on a list of names causing havoc around the world, and CEOP ignored the problems, despite the fact it was perhaps the line of intel it should have been pursuing without waiting for the FBI etc. In a sense, the Americans, RCMP had to do the policing of the school system for the British. Criminal after criminal detected by the FBI was a known commodity at the DfES.

How good is the CEOP button?

Well what is the function of the button, what is the best way to measure it? I will save you the trouble, nobody is going to prison because of it - absolutely nobody. CEOP and the UKHTC have 'publicity' missions - they are little or no use to foreign police agencies, and to be honest are viewed as spin merchantrs, or post office boxes. CEOP is light years away from being the FBI.
