Except it says "persistent data". So it can't be something like HBM. Unless it is just battery-backed RAM?

No, not right. Stampede is a work in progress. If you go back to the original article you will see it says:
*Once completed* [it] will pull 6MW, and that is for an estimated 9PFlops. But that is probably peak rather than Linpack flops. Anyway, it is certainly not as bad as your numbers suggest...
Most of the negative comments here relate to the requirement to wear glasses. If you listen to the content producers, they are pretty clear that their ultimate goal is display systems that do not require glasses, and as someone posted up above there are already sets out there that do not require them (eg Philips.) For now they are very expensive, but there is no reason to think they will not come down in price eventually.
So the real question is, if you can get stereoscopy without the glasses, would you get it? Once the premium gets down to a certain level, it seems pretty clear that almost every set will be stereoscopy-enabled.
Of course those who buy a glasses-encumbered set now will have to shell out again in a few years, but such is the fate of the early adopter.
