I was referring to developers outside the US who have actually BUILT an open source heath care system that is IN USE by their country.

While I understand the politics of this being limited to US citizens, I think they will be missing out on a lot of experience from developers in other countries which have much more experience in this field.

I suspect the people having problems have installed system hacks which typically cause issues with system updates.

I'm looking at a 1st gen iPhone running iOS 3.1.3 and an iPhone 3GS running iOS 4.3.
Both phones show the proper time after the US daylight savings time change.

It's called SIP and it existed long before Skype.
In Europe you can buy cell phones with SIP support and will route your calls is you are connected to wifi.
