I think you are on to one important fact - the manufacturers should be looking to build more environmentally tolerant equipment.
As I understand it, the most environmentally sensitive items are the tape storage units, whilst the least sensitive is telco equipment.
Maybe we would better to divide up the area in the data centre into separate areas with differing levels of services suitable for different classes of eqipment.
