The solution is easy - every third offense from parking on a double yellow line onwards attracts capital punishment. This should reduce the re-offending rate a bit. To allow two chances is perhaps generous, but one can not be too tough I suppose.
Other than discs, it usually seems to be data on laptops that is lost. A rule under the data protection act that sensitive personal data may not be held on anything other than a desktop or mainframe would solve most of the problems. If data is needed elsewhere it could be sent on secure encripted lines since I assume that such things exist.
Whose ticket is it?
What is this all about? If you buy something whether it is a ticket or a tin of baked beans, surely it is now your property and it is open to you to use it, eat it (tickets are delicious), give it to someone else or sell it. I cannot see that the original seller has any further control or legal or financial interest in it.
What's the problem
If we think the man is perhaps a security problem, why not just deport him? Oh dear I forgot the european human rights stuff. As a foreigner his rights are much more important than our safety.
If children are protected from all danger and are never without adult supervision, it is reasonable to expect that when control is removed that they will have no experience or concept of danger and will do silly things resulting in serious personal damage. Children should be covered in mud and have at least one grazed knee! If a child falls out of a tree it is climbing, it will be more careful next time.
Could the lager lout syndrome be linked to this problem?
I regret that he will have a cushey time in prison as he will be segregrated with those prisoners in for crimes disliked by the others. He will also probably serve only about two years and get a social security handout upon release.
Since the government cannot ensure that all vehicles pay road tax, have insurance and an MOT when necessary, how will they put a tracking device in all cars? The honest will pay, but the dishonest will not.
Monitoring telephone and email
If an employee is using his or her employer's telephone for private calls without permission, it is theft. Use of the employer's computer for personal purposes during paid working hours is also theft. Therefore an employer to my mind has a perfect right to monitor the use of facilities since if the employee is behaving honestly, only business communication will be found. Human rights do not cancel out human responsibility.
