aren't seagate technically right?

In Seagate's US customers get refund

Althouht i hate this mismatch and finding my 300GB drive is nowhere near, i'm surprise seagate lost this, isn't the problem technically windows reporting it incorrectly.

a gigabyte *is* 1000 megabytes.

i thought the correct term for 1024 Megabytes is something different (Gibibyte?)
