In Opera proxy promises 'game changing' browser speed
It will be another proxy server that re-compresses images to lower quality.
This just about works on desktop systems if the JPEGs were originally saved with an unreasonable quality setting and the user doesn't look too closely. I can imagine that it might work better on mobile devices if the browser is going to scale the image down for display anyway.
