Depends. I consider that smugness is only really warranted when dealing with someone who is a) incompetent at everything and b) ignorantly arrogant regardless -- which happens surprisingly often in my experience, presumably because there's a degree of incompetence below which one is not even competent to recognize one's own level of haplessness -- but even then it rarely turns out useful.
