Been using voipcheap.com for years, have free calls to most landlines around the world, and you can't get much cheaper than that! they have access via VOIP and via access numbers in a lot of countries.
As an aside, it seems that 3 are doing landline calls to Poland for 2p/min on PAYG, so I'm using the Polish access number to call back to the UK for 10% of the cost of dialling directly.
