      That's $2.3m for the ship he hit. The other $84.6m are presumably for the sub he hit it with.

      The thing they hit needed $2.3m of repairs. The sub they hit it with would also have needed some repairs, and large high-tech submarines are notoriously un-cheap...

      You are fogetting the Gary McKinnon factor (If Gorden Moore can have his name given to a mathematical function, why not Gary McKinnon?)

      The amount you charge (or claim to charge) does not have to be related to the actual costs.

      If you want to really beat someone, a bigger stick hurts more.

      The difference can be used to fund anything that you forgot to budget for, or don't want to admit.

    I thought the military encouraged this nonsense?

    I remember watching video of an M1 Abrams tank crew explaining how the vehicle came with a line-in jack for their ipods so they could listen to music while tooling around the desert. Contradictions much?
