Isn't data sharing something that as a priority should be made available to the citizens/subjects by their government?
Just look at UK local authorities enthusiasm to cold shoulder the Sustainable Communities Act 2007.
The first principle should be: accountability
Second: openness
Third: citizen/subject involvement
All of those may be attained by web based initiatives.
