    So err does Shuttle V Cloud = Cloud wins?

    Why does a low cloud ceiling mean the shuttle cant launch?

      Because

      Breaking through cloud can cause nasty static discharges which could damage the fragile skin of the orbiter.

      The lower the cloud base, the more likely a static discharge.
