Any global panel which contains Internet Controllers who know what they are doing and who can share what they are doing ...... for of course, going IT alone* is always the Fools's Option and Road to Ruin always Best Avoided and Dismissed .... is Almed and Armed to the Teeth with Practically Virtually Everything they will ever need, and that would make them most Effective.
* It is impossible to do anything effective alone, ergo the more who know what to do, the better? Thus is Secrecy in Anything Anathema to Progress and a Sure Intelligence Sign of BADness and MADness Leading Assuredly to Destruction.
With luck this story is (finally) true. We've been waiting for this since about 1995 (that is, those of us who even knew there was a problem back then). Just do please take notice when ICANN is asking for future nominations to its Board ... we really do need sensible, technically competent, fair-minded internationalists there
In this completely expected move, we see another step on the way to global governance. Things like this must be wrested from the control of national governments who might know what to do to make it work, and how to go about it. Instead it must be vested in a toothless and inadequate multinational committee that is designed to fail. When they have delivered their fail, then the UN will step in with a "solution", the one they already have up their sleeve but don't want to declare yet. This is just like the EU, only bigger and even more perilous to the ordinary citizens of the world.
All these countries complaining about U.S. influence over ICANN and other Internet-related bodies are forgetting that it's OUR Internet. We invented it. We built it. And we paid for its initial development.
We've been kind enough to foster global use. Global use does not equal global ownership.
Sure sure, America invented the internet. Just like they invented the rocket, the US navy, radio, Telephones, TV, nuclear reactor, the laser, tanks, helicopters, cars, huge cars, submarines, skyscrapers, World Wide Web, the computer and the aeroplane.
I'll get my coat, before you claim they invented that too.

What? Plural? Fat fucking chance finding one. Even fatter fucking chance getting somebody to nominate 'em.
Anyone with two brain cells to rub together knows exactly what the outcome will be here. ICANN will be lumbered with bureaucratic oversight from appointees of major governments. No useful decision will ever be made again. The Chinese will veto anything that doesn't have a major contribution to local governmental control in it. The Europeans will veto anything American. The Russians will veto anything dependant on which other diplomatic stink they want to make a point about this week.
For an illustration here, look at the process of getting a serious decision out of the UN Security Council. Now imagine this in a situation where none of the issues are such that anyone involved stands a risk of getting nuked next week if they argue the toss for longer.

The Telephone was actually invented in several guises by several people, in particular Mr Antonio Meucci, circa 1860. Mr AGB (a Scotsman) was merely able to patent it first. The Wright brothers had the first *manned* powered flight (though Gustave Whitehead made such a flight in 1901)- the first powered flight was as early as 1894, a steam powered machine built by Sir Hiram Maxim. The US Navy was also founded by a Scotsman, Mr John Paul Jones.
One thing we should all know after the amount of software patent stories in El Reg is that Patents does not always indicate the original inventor.

The Internet accepts all SMARTer Input and Rewards QuITe Obscenely ITs Donors/Drivers/Business Angels/Sugar Daddies/Builders/Navigators/Path Finders/MasterPilots/Aces, which would put repressive governments at a serious disadvantage which gives them no voice for direct say in the Future of Anything, and that would be their Shame to Bear for Denial of Immaculate Right to Assets.
In other words, there is no Say in Internet Management other than Share and Do ........ which is AIdDynamic Virtualisation of Future Realities. Well, ....for SMART Joint AddAIdVenturing Leaders IT is.
