This statement is perfectly valid and acceptable. The only issue is : what is the definition of "terrorist offences and serious crime" ?
What happens when disagreeing with government policy on any matter becomes a serious crime ?
Or what happens when your name is similar or the same as a known terrorist (or just mistakenly added) and you get stopped from taking your family on holiday and only find out at the airport? However you are not told why, given no right to appeal and may never be allowed to fly again.

The problem here, being that the terms, 'prevention', 'detection' and 'investigation' could be taken to mean almost anything, so could be used to justify bulk collection of personal details by dodgy governments (like our own). I would have no issue with collection of individual records with a court order from a judge or equivalent, but the risk is that the implementation would require only a rubber-stamp from a politician with no proper judicial oversight whatsoever.
Pretty much anything that would embarrass the Government. Whistle-blowing on human rights violations, revealing the misdeeds of the political elite, or even just making them look foolish tend to be counted as 'serious crimes'.

I live in the UK, and have ex-pat relatives living in Greece. Please explain how I should travel to see them without using air travel, bearing in mind that the longest length of leave I can book from work is two weeks. It's bad enough as it is having to travel to Gatwick in order to fly to anywhere on the mainland other than Athens or Thessaloniki (and my rels live in the southern end of the Pelopponese peninsular, which if I fly to Athens is an hour's bus travel into central Athens, and a four hour bus journey from Athens to Kalamata just to get near to them).
