Yes, there is a massive cyber war going on - between US agencies as they compete to be the one in charge of cyber stuff. Has been for years.
Its like one of those cop movies with 4 different sorts of cops argue about who has jurisdiction while the suspects flee.
They have also realised that the internet is no respecter of geographical boundaries and that agencies tied to physical boundaries are unable to deal with this, which creates bizarre US Federal Agency underhand cooperative strategies.
Pathetic really, but I suppose this stuff is all so new that nobody knows how to deal with it yet (*irony*)
"They" know Exactly how to deal with it, they are dealing right now - it's exactly the same games that was played during the Cold War, during the War on Drugs, the War on Terror and now the Cyber War.
A multitude of powerful government agencies, their crony contractors, privately-sponsored think thanks, and corrupted procurement officers joining forces, forging different alliances and clans, yet all united in one purpose: To scam Uncle Sap for as much money as possible!
Problem is that they are getting so efficient at it that it is possible that the US economy will go the same way as USSR.
