All they are lacking is a day...
They are going to pay someone to provide lists of vulnerabilities in software that they themselves use. Then, instead of fixing the vulnerabilities, or paying someone to fix them, they are going to pay for live exploits. What could possibly go wrong?
Probaby because if you try taking a picture like that today, you'll be shot down, then arrested, flown to Gitmo, and interrogated as to who you work for, why you did it, who were you going to sell the pics to, etc..
Oh, and then you'll get medical attention if you're still alive and need it.
I thought (maybe mistakenly) that this stuff was the NSA's job and they, in turn, would supply the info to the military. Or maybe their too busy snooping the citizens so the Navy has to get their own information. This isn't tactical intelligence stuff as it seems more of a strategic nature.
Different branches of the military and/or security services don't really talk to each other all that much let alone actively co-operate. This rivalry is such that much R&D and active capability is duplicated at great expense. This is usually the case no matter which country we are talking about.
