Android Open Source Project (AOSP) is open source. If you want to additionally include the proprietary Google extensions like Play Store then yes, Google insists you take a bundle of them. It's the manufacturer's choice; they tend to go that route because they get an OS for free and it's easier than providing their own store and apps.
Griping because your market share's down to only 60% seems a bit rich.
What kind of choice is left between a rock (Android) and a hard place (iOS)?

As a paid member of the Russian troll corps I have to say that everything is going well on our Great Country despite the American aggression in Ukraine. We do not need no stinking US software. Our friendship with China is growing every day and soon we will use only Chinese phones and pay them with our wonderful oil and gas. Long live our Great President!

Russia being a sovereign country gets to make ANY terms it wants, if Google wants to do business in Russia it can comply with those terms or it can get out. AFAIK Russian law only applies within Russia. The same cannot be said for the US who abuses its economic and military dominance to blackmail/threaten other countries to comply with US laws.
