According to the author's previous articles, wars are paid for from contingency funds whilst this article is about a projected £12bn overspend in the procurement budget. Hence this overspend is more closely related to possible future conflicts than current ones. Furthermore it seems that the MoD would still be having the same problems with its procurement budget regardless of whether there were any current conflicts or not !
