      Snowden was born in 1983. The Soviet Union ceased to exist at the end of 1991. So they'd have had to have recruited him sometime between birth and the age of seven.

      His services to a small country with files on a big-neighbour/terrorist-country/police-state/dictatorship would make him a big fish in a very small pond. It's just a matter of which dictatorship breaks first. If I was him I'd look for another safe country. Venezuela perhaps or .... hmm... Or stay in Russia.
