The plans are part of a new defence ministry strategy designed to enhance Seoul’s offensive capabilities, in a bid to counter a North Korea which has been …
North Korea is so isolated from the rest of the world, it will be very difficult to introduce a virus into their computers. The only consequence of an attempt might be to lead the North Korean police more quickly to people who are illegally watching DVDs from abroad or things like that.
Or the whole matter could be a ploy on the part of South Korea to lessen the severity of the Nork online attacks by causing them to devote part of their resources to combating a non-existent South Korean threat. Otherwise, why would South Korea even put this in the newspapers at all - a course of action that would seem counterproductive if such operations were actually taking place?
Is talking about it, to make your paranoid enemy waste effort defending itself against something that does not exist.
If they were really going to do it, they wouldn't tell everyone. That would be like Japan sending a cable to Washington on November 7, 1941 warning them about the impending sneak attack scheduled 30 days hence.
