It seems imgur is listed in the IWF so all data is sent to a proxy, it's a site with 100 Million users a month so instead of blocking everything they filter out the 1% of bad stuff.
When cloudflare in london went down everything was still going through the IWF proxies but imgur was unreachable so everyone got sent to an iwf proxy error page.
