Not so sure!... More than two thirds of the traffic routed over an anonymising networking is legit! I found that surprising.

Looks like an essential public service for the moral majority to me.
So one third of the specific type of traffic was proved to be illegitimate compared with 'normal' traffic which was 1% i.e. a ratio 33:1 'bad actors'. Quite what the remaining 2/3rds of TOR comprised is not clear, there may even have been to 'legitimate' users, perhaps, maybe.
Maybe they even share copies of films, 'music', etc.things that are too crap to purchase.

What sort of fraud are they talking about here?
Like if I sign up through on some website for lawful purposes but give the name John Doe, would that be fraud? Because, duh, obviously people who use Tor care about their privacy and would do that kind of thing all the time.
Or are we talking about like credit card fraud, spamming, or some such that actually hurts the business in question and/or other people?
Of course its kind of vague, its FUD glorious FUD. Where is the study, the link on their website is another "Poster Piece" for selling their wares. No data, no references and even if you believe that they have 1.5 billion machines listening for "non specific" fraudulent traffic, that means that their estimate is based on seeing almost 1/2 the internet, which is better than the NSA.

Why don't these "studies" ever seem to focus on the real cause of problems.
If people want to use porn : Ask yourself WHY.
If people want to use drugs : Ask yourself WHY.
If people want to buy guns : Ask yourself WHY.
Maybe just maybe, there are a lot of very unhappy people on this planet. Seriously ask yourself why and then go about finding solutions to help the poor buggers. Telling them that Bill gates now has 72 Billion in the bank, oe that Abramovich has the worlds 3 largest yachts is not a solution.
