Sounds helpful if you want to sneak someone past passport that may be flagged by the system, or is that giving ideas to the bad guys that they might already have.

Not surprising
After visiting Turkey and aiding some sections of local government, this is unsurprising. When they're mainly running out of date pirated windows XP then a malware attack is certainly expected.
And when leaving the country and catching sight of a Win 7 machine and a big black "Not Genuine" screen on the desktop in the border control booths makes me believe that piracy is at all levels within their government structure.
