It isn't recent. Universities do it directly through building a campus or through partnerships with unis in the host country to foster relationships between the two countries. Most of those I'm familiar with focus on graduate studies where the student gets to advance their studies while living in a foreign country with a 'safe' factor and a touch of home. The students often go directly to work in the host countries as they are comfortable with the culture.
I figure the NSA doesn't need spyware, they can just tap his internet connection.
But then the same is true when he contacts people back in China, the Chinese can do what the Americans do.
Is it the CIA, and maybe they only have limited access to what the NSA has?
Or the CIA's Chinese counterpart?
Would the South Koreans or Japanese stoop this low?
We really need to know what spyware to know what to make of this.

Accepting "gifts", yeah they was nothing behind that. I'd have thought those intelligent enough to work for a uni would have more common sense.
Though I know that academia does not have any common sense. They specialise in a subject and are just as stupid as joe public outside that relm.
