    Makes sense actually

    If you need to have cheap, robust models, Playmobil isn't a bad choice. The selection is good and you can get them in every toy shop.

    Those scenes were for training purposes so you can build a new scene and hand the trainees the figures and make them set up a checkpoint or something.

    Playmobil figures are big enough to be seen from the back rows.

    Never mind Germans grow up with Playmobil so it's a pretty natural choice if there are no special models to be used instead. Many adults and all kids have some around.

    Ceterum censeo we need that Playmobil icon.

    Clearly they are using the figures to play some variant of Warhammer. The one in front is a lone standard bearer, who appears to be the sole survivor of a unit of Dwarves backed up by tanks proxied by police cars...
