Actually they censor both.

I haven't researched it extensively, but I believe that "Japanese" genre porn is the only (certainly one of the very few) which is routinely tagged as "censored" or "uncensored".

Certainly would be for anime characters - they're all censored - even the figurines.

One of the reason tentacles became popular was because of the same law. Though if it's penis tentacles they get censored now days, and they'll be censored if they're penetrating. Dildos... they're fine.

The bbc article doesn't try to clickterbate like the guardian it would seem.

Am I the only person who's noticed that the character designs there seem to push the already widespread "larger eyes = cuter" tendency so far that they stop looking cute and start looking weird?
