"...but business lobby doesn't see tech as a prosperity-driver.

    Why should it?

Tragically, Australia has been out of high-tech manufacturing and R&D for so long that there are few, if any, business leaders who knew what the country was like when it was essentially self-sufficient and could turn its hand to manufacturing just about anything from aircraft to semiconductors; from inventing Interscan Navigation to having a space industry--launching Blue Streak missiles etc., etc.

That all ended going on 40 years ago.

This is what happens when a country is hoodwinked, and without an independent foreign policy, embraces and slavishly follows free trade, dumps all its tech training, technical managers and engineers for accountants, career managers--MBA-ers and lawyers. And decides that the only worthwhile industry is digging holes in the ground and selling their contents to China.

The point of no-return's been reached.
