The answer depends on how many thousands of instances you run in your environment. Creating a functioning infrastructure of serious size requires quite a lot of analysis, programming and support time. Even if the packaged solution is not a perfect match, it is often more effective to use it and do only slight customizations to it rather than doing everything from scratch, you know?
