If the USA, UK and Australia can't prevent their security services being hacked I doubt Indonesia has a chance.
Suppressing hacking to a significant extent would require changes to the protocols of the Internet. Software and hardware changes.
It isn't going to happen, not just due to laziness, but also since our own governments like the ability to spy on us discretely.
Adding security to the Internet would make the spying on us and on other governments more difficult and more noticeable. It is a price they are not prepared to pay.

Nonsense, there's nothing wrong with Internet protocols that needs fixing. The problem totally resides with certain server and client software.
Suggestion to Indonesia
Step 1 - Permanently exclude anyone, who actually uses the word "cyber", from this project or anything IT-related.
