I remember reading a story in the San Jose Mercury when I was there about 10 years ago of someone who need to relieve himself urgently did this. While he was doing so a police patrol went past stopped and ordered him to turn round with his hands on his head. Duly doing this he found himself faicing two Police who not only booked him for the urination offence but, as one of them was female, added the charge of exposing himself in front of a woman and as a result he got placed on the sex offenders register.
Well, that's the EU for you...

Everyone knows that the law doesn't apply to police officers.
To be fair on the perp
He really should report in to his line manager soonest, face the appropriate fine and make a public apology.
Alternatively he could wait until his line manager invites him to meeting, slaps and fine on him and probably worse disciplinary proceedings.
