They were monitoring calls for one and a half years of many prominent people. The dosiers on those targets will have details they won't want reveleaed.
Wouldn't it be prudent, if you were to undertake illegal surveilance, to surveil the police, prosecutors, judges etc. Just as an insurance policy.
