That's probably because they didn't have a rigorous checking procedure. More likely than not there probably wasn't any searching via Google for the tag, maybe just the name Buster. So not very rigorous at all. Just because they make big huge government websites doesn't mean that they know what they are doing. Just read the latest report into the direct.gov.uk website and how it isn't being useful, in fact being counter productive.
I hope you respond by asking why they aren't?

Maybe I misunderstand their purpose, but aren't these CEOP buttons for reporting "paedo" or other illegal content.
Not being one myself (and I've got bairns to prove it, an' all) I'm not up with the intricacies of homosexual law, but I'm fairly sure that "that sort of goings on" is neither illegal nor analogous with kiddy-fiddling.

As an equally poor benighted Brit, I can't help. To "flag it up" would mean to bring something (the "it") to wider attention. However, the usage in your quoted passage is clearly as an intransitive verb and I've never heard "flag up" used in that way.
So that's UK and US usage found wanting. Are there any other English speakers out there who can help us with this one? Is it Australian, or South African? Or is it perhaps just a cock up on the part of some party hack trying to adopt the patois of people half his age and just making himself look a complete prick instead?
