Sounds awfully suspicious, this. This looks like a last resort way of disrupting a meeting or other event without doing something blindingly obvious like dropping a bomb.

Perhaps they were just trying to say...
"Hello Boys, we're still out there and keeping an eye on you" ?
Perhaps they could have been less subtle, like writing something on the side...
"IF WE REALLY WANTED YOU DEAD, WE'D HAVE ARMED THIS BIRD"
(There was talk of putting weapons on Shadow drones a while back, did this ever happen ?)
If this had happened with another country flying an unmanned drone into, say, the whitehouse, it would be an act of evil terrorism that justified bringing the whole of the American military to bear.
If it happens in another country, it's simply "An accident, to be forgotten about."
Accident, but not a coincidence
Perhaps the crash itself was an accident - but the drone's presence near the Party HQ would hard;y be a "coincidence".
"Oh yes, we just *coincidentally* happened to have a spy-plane in the vicinity of the HQ of a political organisation which has declared itself opposed to us. Who'd have thought it?"
But they must have been terrorists - the US wouldn't be spying on innocent people in a newly democratic country that is "a beacon of hope in the middle east" would it ?
