This makes complete sense to me. In fact I don't really understand why all the operators can't share and share alike, like train companies or electricity suppliers.

Because when the network licenses were originally given, there were competition clauses which meant the operators had to have their own radio networks to ensure they didn't just carve up the coverage, and charge what they wanted*

(*although some might add they do this anyway)
