Is it worse when a government department reveals great cost overruns, or when it reveals great savings? I admit that I have absolutely no idea how the Foreign Office has made these efficiency savings - it's just a lot of mumbo-jumbo - but my natural inclination is to wonder what that £120m was doing beforehand, and where it has gone. I choose Paris Hilton as my avatar, because all I want for Christmas is please go away.
