'full-time ISS crew to make repairs later'
Have they done a spacewalk from the ISS without the shuttle around before?

Yes, quite a few: from Wikipedia, 4 on Expedition 3, 3 on Expedition 4, 2 of Expedition 5. The shuttle doesn't visit that often.

66 from the ISS as against 28 from the Shuttle.
There's a critical one next month that has to be done after the Shuttle leaves. The Shuttle's docking adaptor will be removed and fitted to the recently delivered Harmony module. Which also will be moved to where the docking adaptor used to be.
