Terminological inexactitude

Government minister speak with forked tongue. Is using a 'terminological inexactitude' to a committee punishable in the same way as telling porkies to the House? He says the government doesn't discriminate against non-internet users - so why does it cost me £30 to file my annual company return on paper and only £15 if I do it on-line? That's clear discrimination in my book.
